XX WORLD CONGRESS OF LABOUR AND SOCIAL SECURITY

1. Requirements for submission of papers:

a. Be enrolled as a participant in the Congress.

2. Requirements of the paper:

a. matter

a.1. THREE KEY ISSUES OF CONGRESS.

Papers should be referred to one or more of the matters contained in the relevant Official questionnaires developed by the Society for the preparation of National Reports related to the themes of the Congress (Effectiveness of Labour Law and the role of labor inspection; Moral and Sexual harassment in the workplace, the strike as a fundamental right and possible conflict with other fundamental rights of citizens).

a.2. ROUNDTABLE ON SOCIAL SECURITY – THEMES

MINIMUM FLOOR:

Strategies for struggle against precarious employment in the labour market; work and retirement in longer-living societies: a new approach to the elderly; strengthening the legitimacy of social security in times of crisis: solidarity and dynamic social policies; income security for disadvantaged groups: children, the elderly, and the unemployed; social security versus social protection as a form of coverage; conditional cash transfers as a mechanism for the struggle against poverty.

HEALTH AND SECURITY IN EMPLOYMENT:

Occupational Health and Security in small enterprises; common illness and occupational disease; ergonomics in the modern enterprise; control and inspection of occupational risks; role of the enterprise and workers in prevention; moral damages and occupational claims liability.

PROTECTION OF IMMIGRANTS:

Access to Social Security for immigrant populations; health protection of immigrant workers; rotection and undocumented immigrants; Social Security agreements and immigrants, pension systems.

UNEMPLOYMENT:

Unemployment insurance and labour policies; labour training and unemployment insurance; financial equilibrium of
unemployment insurance; the role of employment agencies, public or private, in maintaining unemployment benefits.

a.3. WORKSHOP ON NEW LABOUR PROCEDURAL LAW – THEMES

ROLE OF THE JUDGE IN THE LABOUR PROCESS.

Type and extent of powers; the judge and the evidence; powers of the judge and due process; process management; the judge and procedural good faith; the right to legal protection and extinctive decisions different to the sentence and conciliation; prudential function of the judge.

EVIDENCE IN THE LABOUR PROCESS.

Evidence and its specifics in the labour process; inclusion of evidence in the process and new technology; illegal evidence; circumstantial evidence; models for appraisal of the evidence; discovering evidence.

APPEALS:

Single instance systems; two-tier systems; annulment.

PAYMENT AND ENFORCEMENT:

Judicial or administrative collection; access to information on assets of the debtor; freezing through electronic means; wage guarantee funds.

a.4. PRESENT AND FUTURE WORKSHOP TOPICS LABOR LAWPapers concerning the present and future of labor law should be referred to the trends now prevailing in the country, along with formulating a vision of the future, with regard to:

• PRINCIPLES OF LABOR LAW.

• INDIVIDUAL LABOUR LAW.

• COLLECTIVE LABOUR LAW.

• FUNDAMENTAL RIGHTS OF WORKERS.

b. extension

The extension of the paper should not exceed twenty (20) pages, letter size, type Times New Roman, size 12, space followed. Must be preceded by a summary (abstract) up to 15 lines.

c. language

The paper must be submitted in English, French or Portuguese. If the author wishes the paper may be sent in more than one language.

3. Diffusion

The papers that meet the requirements set forth in paragraphs 1 and 2 will be included on a CD to be distributed to the participants in the Congress. The author has preferential right to refer to their papers in the corresponding period of discussion, for the time and in the order established by the Congress Organizing Committee before May 31, 2012.
